“WHAT’S THE REAL STORY WITH ELECTIONS, and what the heck do all those initials stand for?”
Terri Kowal has served as an elected Township Clerk and an appointed City Clerk from 1996 to 2017. Prior to that, she was an elected Township Trustee for six years. Adding in special elections to the normal state and federal and city elections, she has administered well over 60 elections with great success. She has served on the Council of Election Officials, a group of 9 members, consisting of 3 Township Clerks, 3 City Clerks, and 3 County Clerks, who meet with legislative members and staff to improve the election process for Michigan.
Terri has taught Clerking 101 classes for the Michigan Township Association and the Michigan Municipal League, and served on a panel discussing FOIA with reporters from the Detroit News. She has had articles published in professional journals as well as election reference books.
Terri Kowal has served as President of the Macomb County Clerks and the Michigan Association of Municipal Clerks, as well as Region Director of a five state region for the International Institute of Municipal Clerks.
She has had several awards bestowed on her, including Michigan Township Clerk of the Year, Michigan President’s Award for Lifetime Achievement, and most recently the prestigious Quill Award, the very top award a Clerk can receive. It is awarded to a Clerk who has been designated internationally as an outstanding contributor to the profession.
Terri retired from the City of Auburn Hills in December 2017, and currently contracts with Election Systems and Software, the vendor of Macomb County’s election equipment.
